Minutes of meeting held on Thursday 2nd December 1999 at 2.30 p.m. in Shipton Bellinger Primary School.

The meeting was called to establish a clear and unambiguous basis for the management committee to operate. Through no mischievous intent the background, membership, and purpose of the 'School House Fund Committee' is apparently not clearly understood or appreciated by the village community at large.
Following the last round of donations to Village organisations including the school, and queries from the Parish Council and others, it was agreed that the structure of the Committee would be examined, by the two original founders, and current members. A representative of the Parish Council was invited, as was Ian Woodcock.
Ian Woodcock was invited to attend as observer and advisor in his capacity as recently retired Chair of Governors and recent member of the committee.
The 'School House Fund' resulted from the sale of the School House immediately next to the school playground. The property, and some costs for the erection of a school and a head teacher's house, was originally given in trust by Mr Stephens a local dignitary.
Mr Sam Hart and Mr Norman Bowden successfully argued for the income from the sale of the School House to be held in trust on behalf of the charities commission by Hampshire County Council. It was also agreed that the income from the invested capital could be made available for the benefit of children of the Parish.
In agreement with HCC the School House Fund Management Committee was set up to include a representative of Hampshire County Council, the Headteacher, Chair of Governors, and the Clerk To the Governors
With actual committee members present being two from four it was decided that the meeting was quorate.
Verbal notices of apologies were received from Chris Wood (Chair of Governors) and Jane Tait (Clerk to Governors).
Derek Atkinson proposed that the committee be enlarged by inviting the Parish Council to nominate two new members; one of whom would be a Parish Councillor, one of whom would be a Parishioner but not a Parish Councillor.
Ian Lawson seconded the proposal and as the meeting was deemed quorate the proposal was accepted. Rosemary Tetlow had been nominated in advance by the Parish Council and duly became a voting member.
It was further agreed that the Parish Council should seek written applications from Parishioners for the second nomination.
It was recommended that the tenure for the nominated parishioner shall be four years or until he or she leaves the parish.
2.1 The committee shall administer the fund on behalf of Hampshire County Council and will make recommendations to the HCC for support of worthy causes.

2.4 Minutes shall be recorded and made available to the general public, through the Parish Council.
2.5 The committee will meet at least once per year in May to consider applications. Advance notices will be published in the Parish Magazine and/or in the minutes of Parish Council meetings. Application forms will be available from the Clerk to the Parish Council and from the school office.
2.6 The fund shall be applied in or towards providing such special benefits of any kind not normally provided by the Local Education Authority (LEA) for any school maintained by the LEA attended by children resident in the parish of Shipton Bellinger.
2.7 The fund shall also be used in the promotion of the education (including social and physical training) of children of not more that 18 years, resident in the parish of Shipton Bellinger.
2.8 Funds shall be made available against applications from organisations established for the benefit of the children of the Parish.
